Considering Holds: The City Overhaul, but have some questions PC SSE - Discussion Holds looks like it's exactly what I'm looking for-a one-stop shop to make cities feel much more like cities. For the additional NPCs assigned to new city/town/settlement or living in the wild, the limitation is 100 extra NPCs per hold (region).
